Who certifies a police K9 team

Purchase and certification are separate events. A dog is bought, trained and then evaluated, usually together with its handler.

Several bodies, no single national license

Law-enforcement canine certification in the United States is run by professional associations and, in some states, by state rules this guide does not survey. Three widely cited associations are below.

North American Police Work Dog Association (NAPWDA)Sets minimum standards in areas including obedience, searches, tracking and aggression control. Only an accredited Master Trainer certifies a team, and certification lasts one year.About NAPWDA

The federal guideline effort

The Scientific Working Group for Dog and Orthogonal Detector Guidelines (SWGDOG) was funded by the National Institute of Justice. According to an Office of Justice Programs overview, it developed 39 best-practice guidelines in nine areas and in 2014 became the Dogs and Sensors Subcommittee under NIST's Organization of Scientific Area Committees, which is working to turn them into standards.

What to ask a seller about certification

  • Which organization certified the team, when, and for which disciplines?
  • Does the certificate cover the dog and handler together, and when does it expire?
  • Can the certifier or an independent trainer confirm it?
  • What maintenance training does the certification expect?

Role differences, such as patrol versus detection, are covered on the patrol and detection page.

Quick answers

Is one certification better than another?

Agencies pick based on policy, state rules and discipline. This guide does not rank them.

Does certification make a dog suitable for private use?

Not by itself. Private use raises separate insurance and legal questions.

Need to speak with someone in the field?

Describe your agency, company or situation. K9PN will refer the request to an independent professional or program covering your region.
